The latest chapter of "Tokyo Ghoul: re" finds the protagonist on the run from the CCG. But instead of running away from the authorities, Kaneki reveals his plan to sort the problems of ghouls and humans once and for all.
Chapter 99 of "Tokyo Ghoul: re" can be read online in Manga Fox. The chapter starts with Ken Kaneki waking up in an apartment when a group of children bursts in to wake him up. It was later revealed that the events in Cochlea were in the past and Kaneki is already in hiding from the authorities.
Kaneki reacquainted himself to his old group in the coffee shop especially with Touka. The group then moved out to a secret meeting place where every group of ghouls showed up. Although with some hesitation at first because of his past association with humans, everyone eventually believed Kaneki's capability as the "One Eyed King" because he was able to defeat CCG's best, Arima.
When asked about his plan, everyone was surprised that Kaneki wants to leave in harmony with the humans. The ghouls objected because the nature of humans and ghouls naturally clash. Kaneki knows this and he wants to force the humans to the table even if it means he should force them to listen.
The chapter ends with a large group of ghouls showing up to declare their allegiance to the One Eyed King. It was later revealed their allegiance to Kaneki was due to this role as the liberator of ghouls in Cochlea. Kaneki then declared the creation of a new group called "Goat."
The reactions to the latest chapter in My Anime List forum focuses on Kaneki's ultimate goal, the reaction of his peers as he returns to the coffee shop and the CCGs response to the OEK's plan. The CCG will ultimately learn of Kaneki's plan and they will most likely debate on their probably action. But aside from the CCG, Kaneki will also have to face Furuta's Clown and V group in the future.
The latest chapter of "Tokyo Ghoul: re" starts a brand new arc in the manga series. It will chronicle Kaneki's goal for humans and ghouls to live together while dealing with another powerful organization led by Furuta.
